A firewall guards an internal network against malicious access from the outside. Firewalls often also are configured to limit access to the outside. Do not be fooled by Microsoft's built in version that comes with Service Pack 2, it is faulty, and does not do the job it promises. It also creates, more than often, problems with the internet and programs.
